Create FO upgrade system

FO Upgrades

This will use a generic 'supply' amount (Similar to Squad and BF2PR) that allows you to construct things. Extra supply can be added by supply boxes (Transported by trucks or helicopters), but will also tick up by itself slowly over time.

  • Allow upgrading FOs, which allows you to make FOs better in general
  • Can make Vehicle service points for rearming/repairing
  • Can choose to build static outposts, allowing you to drop down a MG Nest or a mortar pit
  • Will allow you to build extra fortifications in the area
