Add 'Assume SL' position when the old leader is connected and no SL is left

This would show Assume SL button on squad screen for anyone in the squad if the old group leader left the group, and no one currently has the SL kit. It would then assign the SL kit variable to whoever clicks the button, plus give him group leader status. (Don't assign gear when alive).
