Spawning in the water

On the bozcaada map, both me and Jim have tried to spawn on a car that had 1/7 tickets. We both spawned in the water, so my guess would be that this may have been caused by the tickets running out and that this information has not yet propagated to the players who decided to spawn on a 0/7 vehicle?
