Merge TODO file and issues in Gitlab

The TODO file contains a lot of task for which it would be interesting to them put in Gitlab issue tracker.

New comer

This is a great task for new comer! Just pick some task in the file (those interesting you!) and add it to Gitlab issue tracker. Then post a pull request to remove it from the file.

Warning

• Take care of using the last dev branch for your source of the TODO.md file. You would otherwise report issues in Gitlab which would be already solved. Not the most useful.

• A few task may be more at there place in the TODO file. Need discussion
