merge_service_spec.rb

This adds tracking to JiraService methods, and the Jira issues
controller.

The methods tracked are:

- JiraService#close_issue
- JiraService#create_issue (EE only)
- JiraService#cross_reference

And:

- Jira::IssuesController#index

These events are tracked against the user ID, because service code does
not have access to cookies.
