Bloodmyst Isle - Catch and Release (9629) - Progress can be triggered twice

While doing Catch and Release(quest=9629) you are to use Murloc Tagger(item=23995) on Blacksilt Scout(npc=17326).

I have tagged two while doing test and its said I have 5 now.

[Edit] Killing a Blacksilt Scout after you tagged him (Tagged Blacksilt Scout npc=17654) grants you credit towards quest completion. You should only get credit for tagging Blacksilt Scouts when you actually tag them using the item.
