Azuremyst Isle: Gurf's Dignity quest requirement issues

Basically, quest 9564 only becomes available after you start (not necessarily finish) quest 9562. Once this quest is started item 23850 can drop from NPC 17475.

Currently you can get the item at anytime, however if you try to use it you will get the "You do not meet the requirements" message, and you can only start the quest after you finish 9562.

Expected behaviour: item 23850 should not drop at all until you accept 9562, and then you should be able to receive the item and start the quest.
