Hillsbrad Foothills - Missing objects in Southshore

Current behaviour:

The docks have no obstacles on them and the road ending on the dock is supposed to have a wagon

Expected behaviour:

Objects present on the docks

Steps to reproduce the problem:

1. Go to the docks
2. Notice no objects
3. Cry on the shoulder of the fishermen
