Gitaly Cluster is a substantial feature that can be compared to NFS,
Geo and Sharding. This commit reorganizes existing information, and adds
more detail to help customers better understand what Gitaly Cluster is.

We don't need to allow irregular quotes, as it could
allow some tests to be avoided if the test looks for
the standard style only

Currently OAuth applications can be only global or per-user.  This adds
applications on a group level.

Update the page title for consistency.

Update page with Free tier badge.

Update tier badge to indicate self-managed.

The page needed major reworking to have some sort of logical flow,
and follow CTRT. It also needed several old screenshots removed.

- the feature flag working group is consolidating and clarifying the
  existing feature flag documentation. See

more details. This commit removes the process documentation and

Adds multuple flags used to configure Pages API-based configuration
cache's behavior to the documentation. Examples of modifying these
settings are also included.

Remove help icon for Starter tier reference.

Add a section on troubleshooting mismatching certificate key pairs, used
to encrypt the connection between Registry and GitLab.

grabs the first/last line and extracts time into
a nice range-like output
