This is rendered by Nanoc and presented in an alert box in the docs
site. The second `**Note:**` can be redundant, so let's remove it.

The previous URL had two drawbacks:

1. It didn't match what the title was about (`Assignments to DevOps
   Stages and Groups`, and the anchor was `#designated-technical-writers`).
2. It didn't account for the other sections, like development and API
   guidelines.

Make alert boxes render properly, or change
to introduced in styling

More words that should not trip up the spell checker.

Without proper spacing, codeblocks will not color
correctly, so this aligns all codeblocks with the
list items they are nested beneath

Clean up issues that may cause the docs-lint
test to fail, such as trailing whitespace, no
EOF newline, blockquotes, etc

- Make sure we have type defined in the frontmatter
- Add troubleshooting sections where absent
- Meaningful intros where absent

Many code blocks are 4spaced, and they render in GitLab
without coloring as a result, even though they are
fenced with a language label. If in a list, other items
will render as being in a code block too, even if not
meant to. This fixes all these issues for many admin
docs in /high_availability and /auth (part 1)
