Force a health check on booting the VM

Issue Background

The user will be using the VM just to test a build so they will want a heath check to run automatically on startup

Issue description

Invoke a health check on booting the VM (but for which / all) devices, by default the VM is provisioned with 2 devices

Acceptance criteria

When the health check runs automatically on boot without user interaction
