add tags to ideas

This merge request adds tags to ideas. There currently is no functionality to add or edit tags to existing ideas however. This is for issue #14 .

I placed the tags on a separate set of ideas views which is not visible in the homepage. I think we could create templates for the idea tiles so it could be used in other views.

This depends on merge request !10 (merged) .
