The streams functionality only works on top-level groups so it shouldn't
be appearing in subgroups. This removes it from subgroups and updates
the documentation

While we're here, address other easy problems.

Bring slightly closer to tone and style

Fix markdownlint and Vale issues. Lots of formatting cleanup. Not
a full revision to bring it fully up to GitLab tone and style, but
it's enough for the doc/development directory.
