The TW team has to clean up stray whitespace every month,
so we should have a vale rule to gently warn people
when they are introducing EOL whitespace

This commits marks our project#build_coverage_regex
as read only and expose it to the project API.
This simplify the migration process to use the new
coverage keyword in a ci job.

"project" is not a valid include type. It should be "file".
