create githost docker+machine runner

I'd like to be able to configure my githost installation to autoscale via AWS EC2+S3 various CoreOS runners.

This is close to the configuration that Bamboo Cloud provides, and I imagine a lot of users are migrating now that Bamboo cloud is EOL.
