Users are given the option to buy pre-paid block storage, but we don't have a plan for pre-paid block storage.

@lbot suggested we could just add the amount as a credit which seems like a good workaround.
@dblessing would love your insight here. What's the simplest thing we can do?
The simplest solution is probably to detect when a pre-paid plan is set and 1) Do not allow the user to manage their own block storage (add, resize, delete) any more and 2) Do not bill for block storage in this case, either.
This means support has to add the block storage for them, just like we do for the plan change and resize.
