Give docs.gitlab.com the 
it deserves

While our docs portal has evolved the past few months, we still treat it as a second class citizen. It should be the definitive source for people searching information about GitLab's functionality. Checking at Docker's docs you can clearly see the difference. There are however a few blocking things that keep us back. I'll try to list them all, some of them are being discussed for months unfortunately...

We have to keep two variants of GitLab docs with each release: a) all products (CE, EE, Omnibus, Runner) that live under docs.gitlab.com, and b) the inline Help pages that live under each GitLab instance (at
/help
). In order to be able to focus only on the docs portal, we need to remove all docs under/help
. Follow https://gitlab.com/gitlab-org/gitlab-ce/issues/18739 for more info. - We lack manpower. Although @connorshea has been helping with the backend/frontend stuff he's busy with other stuff and this is not his primary job.
- We need to add versioning. Docker has already solved this problem and I believe we can follow the same route. Especially now that all our products are aligned to a common version.
How to proceed
We really need to get over with removing the built in help page https://gitlab.com/gitlab-org/gitlab-ce/issues/18739. I'll gather all the comments and a concrete proposal on how we can proceed to please all parties (us and the users). This can also include a UX research.
