This adds an option to perform a size diff between a kaniko-built image
and a base container image. This allows MR authors and reviewers to
understand what difference a particular change has made to the size of
a container image.

Some python tools, such as checkov are not yet compatible with 3.12.
This reverts to python 3.11.
