Adds an image for mise.

This switches the Renovate container image to build on top of the
containerbase image that Mend (the team behind Renovate) use.

This will provide us with more options for running different versions
of tools going forward.

Split the renovate container between Renovate and ASDF usage.

These validations and security scans are to prevent incompatible
changes from being merged, and to see if everything is still valid on
the main branch.

But on a scheduled pipeline, we aren't really using them, this
disables creating the jobs there.

This reverts commit 1790596f.
