Many pipelines are used to perform automated tasks on validation. These
pipelines should not rerun validation on every schedule as this is
resource intensive and does not add value.

This fixes CI build failures for some Renovate upgrades, for example
https://gitlab.com/gitlab-com/gl-infra/common-ci-tasks/-
/jobs/4091581613which are caused by Renovate adding a `v` for some
version numbers in .gitlab-ci-other-versions.yml.

This changes the config to always strip the version number.

This ensures that HCL files are valid and correctly formatted.

Prevents issues such as https://gitlab.com/gitlab-com/gl-infra/gitlab-
dedicated/amp/-/merge_requests/531 in future.
