Many pipelines are used to perform automated tasks on validation. These pipelines should not rerun validation on every schedule as this is resource intensive and does not add value.

These validations and security scans are to prevent incompatible changes from being merged, and to see if everything is still valid on the main branch. But on a scheduled pipeline, we aren't really using them, this disables creating the jobs there.
