Create new S3 bucket and new repository on packages.gitlab.com

As part of gitlab-org/gitlab-ci-multi-runner#1195 we need to prepare:

• gitlab-runner-downloads bucket in our S3 account
• runner/gitlab-runner repository on packages.gitlab.com

@ayufan does the runner/gitlab-runner repo has to be public or private?

This is the first time I'm interacting with PackageCloud so I have no clue

@victorcete It should be the same as existing https://packages.gitlab.com/runner/gitlab-ci-multi-runner (which is publich I assume)

@ayufan @tmaczukin what about permissions for the gitlab-runner-downloads S3 bucket?

Should be publicly accessible for download, and require authentication for upload (I don't know what are the AWS S3 permission names for this). You can look on gitlab-ci-multi-runner-downloads bucket - the new one should have the same permissions.

@victorcete Could you point me to Access Key and Secret Key for the new bucket?

I've edited the IAM policy for the CI user to add scope for the new bucket. @tmaczukin confirmed it's working now.
