Apply custom pool size for pgbouncer via Chef
https://gitlab.com/gitlab-org/omnibus-gitlab/issues/2628 was merged and released in 9.5. This means we can finally stop applying custom changes to our configuration files in order to specify custom pool sizes per DB. We should update our Chef config and apply this to all hosts so everything is (finally) managed via Chef.
