Create new DigitalOcean account

We need a new DigitalOcean "team" (with account similar to DO API GB Master) that will be used to run machines for our internal Runners. Currently we use DO API GB Master for all Runners so we cannot distinguish costs of our internal usage from costs generated by all other gitlab.com users.

When creating this, please add access for @ayufan and @tmaczukin DO accounts.
