Create Terraform module for logging ES cluster with master, client and data nodes

As part of https://gitlab.com/gitlab-com/infrastructure/issues/2225 - we want to make sure we have separate servers that act as masters, another subset for read/index operations and finally the nodes that will just hold the data.

Chef setup for this should be already in place but we'll need to double check it.
