Provision ES logging cluster

This is part of https://gitlab.com/gitlab-com/infrastructure/issues/2225

Now that the terraform and chef changes are ready, provision the cluster and verify each role has the appropriate configuration:

• 3x master nodes (quorum = 2)
• 3x client (proxy) nodes
• 5x data nodes

There we go!
