Standardize Issue Creation and Update Handbook: CC vs Assign
@ernstvn said to always assign a ticket to someone so that they can triage it and assign it to the right person.

Then @DouweM told me that the Development team does not work like that, issues are only assigned when someone is actually working on them, not during triage.
During the Support Team Call a few weeks ago I brought this up and I believe @ernstvn kept with his way of doing it and @stanhu confirmed that the Development team does not work like that.
We should standardize on something and then update the handbook if it needs to change. Your thoughts?
