Move handbook entries to /engineering, update all links,
and add redirects

Added redirect from job-families/marketing/culture-curator/ to /job-families/marketing/head-of-remote/

Direction is documented at the section (Dev), stage (Create) and
category level (Code Review etc). It is hard to keep all levels of
documentation up to date, and for readers to drill down through so
many layers.

This change removes the Create stage direction page and moves the key
information to the Dev section direction page.
