Keep it DRY by referring to CLA in gitlab-ce repo

I noticed that the CCLA here was out of date while working on the CCLA in the gitlab-ce repo. It occurred to me that the CLA's, both corporate and individual, can be GitLab wide. So to keep it DRY, I suggest we refer to the CLA in that repo only.
