Remove distinction between latest and obsolete packages on /downloads/archives/

This will make it simpler to add new packages (less copy/pasting)

While you are at it, also remove the virtual machine images so we only have Ubuntu/CentOS/Debian headers.

If people ask about the virtual machine images we can send a link to https://gitlab.com/gitlab-com/www-gitlab-com/blob/0164f27083ff0a1b6984f3e2c485c243beeca290/source/downloads/archives/index.html#L293 but I don't expect any.
