Update Features for DevOps Lifecycle

Description

New Solutions page has been updated to DevOps Lifecyle in !7759 (merged).

The Features page pulls from solutions so some features have disappeared.

Additionally some solutions pages are empty e.g. https://about.gitlab.com/solutions/verify/

Proposal

Let's update /data/features.yml so the related pages have the DevOps solutions!

Features to caetorize:

• Plan
• Create
• Verify
• Package
• Release
• Configure
• Monitor

Add solution descriptions in /data/solutions.yml where they are missing:

• Verify
• Package
• Configure

Update SDLC to DevOps

• s/software development/DevOps in /blob/master/source/features/index.html.haml
