Update documentation links in the site footer

The canonical source for documentation is docs.gitlab.com other sources will be deprecated or merged with this. I will start by updating/removing some links from the site footer:

• Update Documentation Link (about.gitlab.com/documentation) to canonical (docs.gitlab.com)
• Remove Primer Link (about.gitlab.com/primer) I have checked this with @sytses
