WIP Sticky footer

This fixes the footer not sticking to the bottom of the page in small pages or when pages resize, which is a requirement for future updates to pages using javascript to dynamically show / animate content.

I'm going to attack pages one by one, as this takes too much work. The footer will be fixed at a later time.

I'm not sure we need a sticky footer, feel free to discuss.
