Adds a Service Engineer Bootcamp Checklist to the Handbook.
Removes the Service Engineer Only section from the general onboarding checklist, adding it to this new checklist.

I placed the list on it's own page, so that the http://localhost:4567/handbook/support/onboarding/ page is easier to read and refer back to. It has some great content that is not to-do content.

Should this http://localhost:4567/handbook/support/onboarding/ page go away with all of it's regular-support-guidelines content moving to http://localhost:4567/handbook/support/ ?
