initial definiton of alpha beta

We should avoid using these terms and simply not ship things we're not confident in. But for when we do, we need a hard definition on what Alpha / Beta / GA means.

This is written not just for our own understanding, but also for our customers. Therefore comments welcome regarding both content and place.
