Update index.html.md

@tauriedavis and myself are often get asked to review MR for issues we were not originally assigned to. While we do not mind jumping in to assist in reviewing merge requests, we both feel that the original designer should have the opportunity to review and provide feedback. The designer assigned to the issue will have immediate understanding and insight that Taurie or I may lack. It can also take up considerable time for us to get up to speed.
