Move website to repo

@sytses I think this is all that is required to have university.gitlab.com display the former about.gitlab.com/university page. Making another round through Pages documentation now to see if I missed crucial steps.

Known issue: locally rendered it looked very "bare" html, not sure how to get the layout / formatting correct. \cc @JobV
