Seperate guard attribute from package attribute

the attribute we originally used, is set on ALL hosts (not just the db/redis hosts), so all nodes will skip the reconfigure step. I split the chef attribute away from the package attribute so we can continue to skip the package initiated reconfigure on all hosts, but also skip the chef initiated one on the db/redis instances.
