Needs https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/14554 to be merged. That change introduces an inefficient Gitaly implementation (based on FindAllBranchNames) and a much faster Rugged version #has_local_branches_rugged. We should create a new RPC that exposes #has_local_branches_rugged via gitaly-ruby.
