Add notice about internal use only to EE license generation docs

I would really like to contribute to GL EE, but sadly I cannot generate a license as described in https://gitlab.com/gitlab-org/gitlab-development-kit/blob/master/doc/set-up-gdk.md.

GitLab EE has a proprietary license and you need to be customer to in order to obtain a license. You linked to docs that are part of an employee on-boarding, so you can't generate license that way.

I suggest contributing to GitLab CE instead! If you are an existing EE customer, you can use your existing license key in GDK.

@grzesiek Ok, thank you for your response, anyways you should delete that link from the docs or somehow flag it as "Internal use only"
