makefile fails on ubuntu because shell is not bash

On Ubuntu, the makefile fails on gitlab/config/unicorn.rb because SHELL is sh instead of bash and doesn't support the {} used in the cp command

OK, then I guess we should just spell out the copy command. Would you be up for submitting a MR @twk3 ?
