Render config.toml for Gitaly

Closes https://gitlab.com/gitlab-org/gitaly/issues/163

We are working on adding a new config file to Gitaly. https://gitlab.com/gitlab-org/gitaly/merge_requests/113

The format is already known and it does not hurt to already start rendering the file. Current Gitaly master ignores it.
