mail_room seems to load all of GitLab

The baseline RSS of a mail_room started by the GitLab init script is ~300MB at the moment. @DouweM suggested that the way we load mailroom's configuration is to blame for this.

Proposed solution after call with @DouweM and @marin : read gitlab.yml from mail_room.yml. Make sure that no defaults for mail_room are set in config/initializers/1_settings.rb because those defaults would get ignored.
