Don't show up/down votes if there are none

There is no point showing both when there are none.

I propose we only should either if there are any up/downvotes.

So if there is 1 upvote: show only the amount of upvotes.

If there is 1 downvote: show only the amount of downvotes.

If there is , show both.

I'd like to put this in a patch, because I don't like how messy this now looks in our issue tracker.
