8.5 If project filter doesn't return any matches the 'Welcome to GitLab' page is displayed

If a filter is applied to the Project browsing page that doesn't match any current projects, the 'Welcome To GitLab' page is displayed instead of a message informing user that filter doesn't match any projects.

It is expected that a message such as "No projects match your search" would be displayed.
