"Forks" listed when permission is missing

I noticed this by accident in my GitLab instance while testing different types of permissions. If I'm logged in as a Guest user, the "Forks" navigation item will be listed, but when pressed returns a 404. Changing to 'Reporter' permission or above, the link will work. My guess is the link isn't supposed to be shown for Guests.
