Add ability to archive a project via API

It is not currently possible to archive a project from the API. We spoke about making all actions also available via the API, so I think this is something we should add sooner rather than later.

We have a ton of api issues for 8.7 already. I hope someone will tackle all of them at the same time, since they're all relatively simple.
