"Delete" button on "Edit Issue" has no confirmation

1. Go to an Issue
2. Click Edit
3. Click Delete

No confirmation plus nothing in the notification about this being a "soft delete" equals confused users at best, scared and angry users at worst.

Its very bad. All "delete" buttons MUST have confirmation!

Whoa, that's not good. I'll tag it regression.

@rspeicher I'm not sure if we should mention anything about it being a soft delete, since that's really only an implementation detail and there is no way to restore deleted issues?

Maybe we can see where this got deleted in the first place.

@jschatz1 This didn't get removed from the code base as this action is new in 8.6. It wasn't added with the feature.
