"Not allowed to merge" warning icon is pushed down

This seems to be a regression with 8.6. Whereas previously the warning icon would be aligned with the, now it's being pushed down by the user information. I noticed this in !3298 (merged).

To reproduce:

• Create a Merge Request.
• Assign it to someone who doesn't have merge privilege in the repository.
