When transferring a project, everything works but the message "Cannot move project" appears

When transferring a project, the flash seems to be getting set with a failure message for some reason.

Steps to reproduce.

• Initiate transfer of a project
• Once transfer is complete, you stay on the project's settings page
• Click the Back to project link
• You will see a red message saying: Cannot move project

@razer6 yes, it is a duplicate. It didn't occur to me to look for it. I'm doing QA for 7.10 and I came across this.
